A reasonable approach would be that only messages destined for local vertices 
should be eligible for flushing to disk.  All others should to be forwarded on 
to their respective workers (for possible flushing to disk there) when memory 
is getting tight.  This would provide a clean separation of concerns and 
simplify the logic.
