Remove default of using ImmutableOutputCommitter

Currently if no outputformat is specified we default to
ImmutableOutputCommitter, essentially piping the results of the work out to
/dev/null. This is a useful output option in some cases, but the default
probably shouldn't be to throw away work. Making outputformat a required option
and providing DevNullOutputFormat, or whatever, would likely save some surprise
from users.
