provide stubs for enable_irq_wake() and disable_irq_wake()
Provide {enable,disable}_irq_wakeup dummies for undefined
cross-compilers for platforms without CONFIG_GENERIC_IRQ.
Needed by wake-up-from-a-serial-port.patch
