    RTC: convert mutex to bitfield

    RTC code is using mutex to assure exclusive access to /dev/rtc. This is
    however wrong usage, as it leaves the mutex locked when returning into
    userspace, which is unacceptable.

    Convert rtc->char_lock into bit operation.
