sched: fix CONFIG_PRINT_TIME's reliance on sched_clock()
Stefano Brivio reported weird printk timestamp behavior during
CPU frequency changes:

fix CONFIG_PRINT_TIME's reliance on sched_clock() and use cpu_clock()
instead.
