    x86: scale cyc_2_nsec according to CPU frequency
    
    scale the sched_clock() cyc_2_nsec scaling factor according to
    CPU frequency changes.
    
    [ [EMAIL PROTECTED]: simplified it and fixed it for SMP. ]
