    fs menu: small reorg
    
    - move minixfs and ROMfs to the Miscellaneous filesystems menu
    - move DNOTIFY config symbol so that it is adjacent to INOTIFY
      instead of being split by the QUOTA config options
    - add some 'endif' annotations
    - remove some whitespace (extra blank lines)
