udf: convert UDF_SB_ALLOC_PARTMAPS macro to udf_sb_alloc_partition_maps
function

    - convert UDF_SB_ALLOC_PARTMAPS macro to udf_sb_alloc_partition_maps
function
    - convert kmalloc + memset to kcalloc
    - check if kcalloc failed (partially)
