Quick googling for this unusual error message reveals that you're trying
to push to gerrit  and that this is what gerrit tells the user if it
thinks the user somehow violated the workflow expected by this tool .
So please either disprove you're using gerrit and then provide more
details about what you're doing or ask this question on a
gerrit-specific list as this definitely has nothing to do with Git
