Quick googling for this unusual error message reveals that you're trying
to push to gerrit [1] and that this is what gerrit tells the user if it
thinks the user somehow violated the workflow expected by this tool [2].

So please either disprove you're using gerrit and then provide more
details about what you're doing or ask this question on a
gerrit-specific list as this definitely has nothing to do with Git
