If I understand they discussed versioning should happen on project level. 
It should be still possible to visualize the whole lifetime of a line of 
code, from the creation in one file to the modified state in another file.
So identifying moved code blocks should not be a feature of the versioning 
system, but rather a feature of a "smart" visualizer.
