What I did to fix the problem was this:

To get docbook installed:

 $ sudo yum -y --enablerepo=*epel* install docbook2X

To git the make to work properly:

$ sudo ln -s /usr/bin/db2x_docbook2texi /usr/bin/docbook2x-texi
