Personally I use different config files for each environment, with a common
config that is included on all the envs, i.e. have a common_config.php that
has your common settings, and then each environment has a .gitignored
config.php that begins with include 'common_config.php'. Also, I use
development values in the common config, e.g. database connection info, so
in case of a repo breach, my sensitive informations, like production
database access data, don't leak out.
