What is the command sequence you use? (with the cd top-level, and git status to start it with a context)
I am not sure that I would expect that requesting a tag name which is identical for both the repo you are in, and for a sub-module of it, could fetch the sub-module tag. Having a command sequence to see what is happening makes it easier to see what is going on.
