No, I don't mean stuff like Chef or Puppet, those aren't only overkill
they aren't even close to what you need.

AFAIU Chef and Puppet manage configurations of computers; what packages
are installed, files under `/etc`, and so on. What I think you want is
basically a tuple of changesets from the various repos that have been
verified to work together.
