It's still available and is an 'add-on' capability to Git. 

There have been some separate discussions about partial (limited file 
scope) merges on the main Git mailing list which either weren't understood, 
or didn't gain sufficient traction for the cases where the complete project 
merge is beyond the capability of a lone developer, so needing intermediate 
commits of the partial merge as it was passed between the devs to complete 
the whole merge. But, that wasn't taken up.

What merge capability were you looking to / hoping for support?
