I came across the same issue during work on https://github.com/apache/activemq-nms-amqp/pull/20. Luckily I think we can address this by, extending amqpnetlite handler api, with option to override settled flag with false value. It should do the trick as for now all our AmqpProducers use sender link with `Unsettled` SettleMode.
