Adjust the configuration for consumer priority handling to an opt in policy for creating multipe differing priority federation receivers such that if a user configures bi-directional federation and enabled ignore federation receivers they wouldn't end up with an infinite reflection of receivers. -- This is an automated message from the Apache Git Service.
