I'd like to take this issue. I've reproduced the reported NPE with a deterministic concurrent consumer-removal test and have a local fix that gives each advisory send its own message evaluation context while preserving the broker permissions and flow-control settings. The regression tests and all 88 tests in the broker module pass locally, as do the existing network consumer-removal tests.
