`<lease-database-locker>` in apache/activemq#2664 (issue apache/activemq#2663).

**Depends on #191.** This branch is stacked on #191 because both edit the

database locker") belongs to this PR; I'll rebase once #191 is merged.
Changes (second commit):
- the lease timings paragraph says a waiting broker polls every
`lockAcquireRetryInterval` milliseconds when it is set;
- the "Lease timing and database timeouts" section explains that a long
lease also slows takeover (up to `lockAcquireSleepInterval` after a clean stop,
up to twice that after a crash), and shows `lockAcquireRetryInterval` with an
example. When it is not set, behaviour is unchanged.
