### What changes were proposed in this pull request? Adding an explicit test case to make sure truncate table advances the write Id. ### Why are the changes needed? Since HMS remote cache relies on write IDs to provde data consistency for metadata, all flows that change metadata should advance the write id. ### Does this PR introduce _any_ user-facing change?
