The source files which do not contain license will be failed on build, with
messages on console:

/home/jenkins/agent/workspace/hive-precommit_PR-2852/ql/src/java/org/apache/hadoop/hive/ql/RatTest.java
>[WARNING] Files with unapproved licenses:
/home/jenkins/agent/workspace/hive-precommit_PR-2852/standalone-metastore/metastore-common/src/main/java/org/apache/hadoop/hive/common/RatTest.java
the check will add some extra seconds(maybe minutes) on current Prechecks.
