Review comment:
note, there is shitty/unreliable logic for openTxn. When running the
above test, put a breakpoint in Cleaner at cleanerWaterMark and set
minTxnIdSeenOpen to 23 (it might be 1, due to artificial commit txn in TXNS
table)
