### What changes were proposed in this pull request?
* Treat creation materialized view as ctas since technically they are
similar. MV creation has some extra steps like persisting creation metadata and
the view location should not be translated by metastore translator
* If storage handler is specified: pass the generated view location to
storage handler at compile time and at commit in move task
* Insert MV create task to create the view and update MV task to enable the
view usage for automatic query rewrites in TaskCompiler when direc insert is
enabled by the storage handler.
### Why are the changes needed?
Improve MV functionality by enabling iceberg storage of the view data.
### Does this PR introduce _any_ user-facing change?
Iceberg storage format my appear in outputs of sql statements like `DESCRIBE
FORMATTED` and `EXPLAIN CREATE/ALTER MATERIALIZED VIEW`
### How was this patch tested?
