### What changes were proposed in this pull request? Upgrade jersey to 1.19.4 ### Why are the changes needed? [HIVE-27535](https://issues.apache.org/jira/browse/HIVE-27535) After upgrading to Hadoop 3.3.5, the Hive WebHCat server fails to start because of inconsistent versions of the Jersey JAR package. Hive HCat lacks the jersey-server-1.19 jar. ### Does this PR introduce _any_ user-facing change? None, that I am aware of. ### How was this patch tested?
