Automatic assignment of manual Iceberg compaction requests on a custom
Iceberg compaction pool. This PR uses [Compaction Pooling
functionality](https://cwiki.apache.org/confluence/display/Hive/Compaction+pooling)
in Hive. The iceberg compaction pool name is defined by the new config
"hive.iceberg.compactor.pool.name". By default, it has the value of "default",
which means the default compaction pool. When the Iceberg compaction pool name
has a non-default value, the config
"hive.compactor.worker.{icebergPoolName}.threads" must also be defined with the
number of workers for this custom pool.

On a downstream env sometimes a single HMS is used with several HS2s, where
some HS2s run Hive versions without Iceberg compaction features. It is needed
to prevent these HS2s from processing Iceberg compaction requests. This PR
solves this problem using custom Iceberg compaction pool.

following config settings as described above:
- hive.iceberg.compactor.pool.name
- hive.compactor.worker.{icebergPoolName}.threads

q-tests + manual testing for the negative cases:
1. When a single worker is assigned to the default pool and Hive is
configured to compact Iceberg tables on a custom pool, the worker never picks
that compaction request as expected.
2. 1. When a single worker is assigned to a custom pool A and Hive is
configured to compact Iceberg tables on a custom pool B where A!=B, the worker
never picks that compaction request as expected.
