Not really, the existing function `dropPartitions(..., List<Pair<Integer,
byte[]>> partExprs, PartitionDropOptions options)` will call the new function
`dropPartitions(..., RequestPartsSpec partsSpec, PartitionDropOptions
options)`. We does not change the existing function.
