### What changes were proposed in this pull request? Remove HiveIOExceptionHandlerUtil and all of its usage. ### Why are the changes needed? Because that's confusing and there is no clear use case, also other issues like [HIVE-28133](https://issues.apache.org/jira/browse/HIVE-28133) ### Does this PR introduce _any_ user-facing change? If they hacked with "hive.io.exception.handlers", it will simply stop working. ### Is the change a dependency upgrade? No. ### How was this patch tested?
