The usage of `DecimalColumnStatsDataInspector` is covered by the methods
that are testing the `DecimalColumnStatsMerger.merge` method. Like
```
testMergeNullValues
testMergeNullWithNonNullValues
testMergeNonNullWithNullValues
...
```
I think we can skip creating it when testing `mergeLowValue` and
`mergeHighValue` and use directly the `Decimal`s `low` and `high`.
