### What changes were proposed in this pull request? Jetty upgraded to 10.0.24 ### Why are the changes needed? CVE-2024-8184 is fixed in Jetty 12.0.9. Once Jetty is upgraded to 10.0.24, will upgrade it to further versions. ### Does this PR introduce _any_ user-facing change?
