`ALTER DATABASE d RENAME TO e` fails with `Expected: one of VIEW or MATERIALIZED VIEW or ..., found: DATABASE`, because the parser has no `ALTER DATABASE` statement. This adds `Statement::AlterDatabase` with its first operation, `RENAME TO`.
