The "theme" in the source code pane is a mapping between syntactic entities and 
colours/faces that changes from language to language.  The symbols pane does 
not have the same syntactic entities so there is no obvious way to apply that 
theme to the symbols pane.  

But GTK themes allow you to specify settings that apply to Geany only, so you 
should be able to define theme settings for Geany that are different from the 
rest of the GTK themes.

Unfortunately GTK themes don't talk to windows themes, but thats GTK's problem 
not Geany's.
