Seems reasonable, but it would be kind of annoying to install duplicate shortcuts by default for everyone... two in the desktop, two in the program menu, two in the context menus. I assume the majority of users would want to use the GUI in their native language, except those using Hebrew, Arabic, and other languages that aren't well supported or often used for programs like IDEs, so those users would probably never use the English shortcut.
