* if you are talking about the requirement being of a terminal like xterm, 
* then, `cmd` is not a terminal either. it's a kind of shell in windows. 
* the terminal on windows in `conhost`. 
* you can verify this by running both these commands in other terminals, `cmd` 
will start this shell in that terminal, while `conhost` will launch a new 
window for this terminal.
