To avoid any confusion: As far as I understand we're talking about the initial heading in the content which is missing, not the HTML title, which funnily enough is there.
The generation of the HTML happens here: https://github.com/geany/plugins.geany.org/blob/master/gencontent.sh#L188 This feels like we're not really able to have impact on the behavior since the job is completely done by `rst2html`. The only option I see is to play around with the - really old - `rst2html_config.conf`. I will look into this as soon as I find some time, which is quite spare for me currently.
