eht16 left a comment (geany/geany#4420) IMO it would be also nice if a file without an existing path could also be opened but then we would need to ensure that the missing path elements are created in some way otherwise the file chooser dialog seems to loose the path information if it doesn't exist.
But this would be another story and I'm not sure which way is better from a UX perspective.
