advice2020 created an issue (geany/geany#4469)

Papirus Icon Set

I had mentioned this in the past but was wondering if anyone would be willing 
to look into / or at least confirm this.

To me toolbar icons still seem to act strange.
I am using a dark theme where toolbar is dark gray and icons are white.
Icon sizes do not seem to change always the same size and also icons appear 
blurry.

### ICON SIZE
If I go into
`Preferences - Interface - Toolbar`
and change 
Icon Style = Images only
Icon Size = All 4 settings show the same size icons they do not update.

I also tried closing Geany after each time change icon size and nothing happens.
To give some kind of reference, the 'Build the current file` round gear icon 
with play arrow in its center, the size of it in my toolbar is about 3/16" or a 
little smaller then the size of eraser at end of pencil.

### ICONS BLURRY
Also as mentioned icons all appear to be kind of blurry.
The only icons that appear to be a little clearer are the search and line 
number field "delete" "X" arrows found at right sides of fields.

I was told in the past that all of the icons are read from the icon theme with 
but `Save All`, `Close All` and `Build` icons are provided by Geany.

### GEANY ICONS SIZE
If this is true then wouldn't these icons change sizes (would look strange if 
toolbar had different size icons) when Geany Icon Size setting is changed?

### GEANY ICONS BLURRY
I thought in the past when I was looking into this that these icons mentioned 
did show up sharper then the others.
However these icons currently appear just as blurry the ones provided by icon 
theme.
Would think these would appear sharper?

I was told in the past that icon sizes could be changed using CSS but was never 
able to figure out the CSS code for this.
But seems like if there are settings for this in Geany then this should work 
without the need for modifying CSS.

If any developers / users would be willing to confirm if this is common 
behavior / visually?
