What about "Move line(s) up" (`Alt-PageUp`) and "Move line(s) down" (`Alt-PageDown`) in the Edit menu? With GeanyLua: try `geany.keycmd` with `EDITOR_MOVELINEUP` and `EDITOR_MOVELINEDOWN`.
