b4n left a comment (geany/geany-plugins#1566) I don't think this is relevant, the line in debugger's custom INSTALL instructions just suggests as an installation path the location where Geany is looking. It doesn't really make sense to suggest it's wrong as long as Geany does look there. Admittedly the preferred solution is *not* installing in the user directory, but that's a supported trick to easily get a plugin installed for a local user that otherwise uses a system installation.
