I think this is ready for a first look. The python side could probably some tests. I'm also interested in adding some functions which would pack both the schema, memo, and CUDA handle in IPC messages, similar to `ipc::RecordBatchStreamReader`, but that could probably be a separate PR. I also didn't attempt backwards compatibility here. Let me know if that's desirable in these endpoints.
