Certainly someone (or several people) would have to evaluate those libraries before deciding whether to integrate one. Preferably someone with an interest in SIMD optimizations (for example you and/or @cyb70289). But saying we don't want to use a helper library because the code might be suboptimal performance-wise and it's better to rewrite it from scratch doesn't sound like good engineering practice to me.
