review comment:
- code rebase
- removed SingleFileDataset(Factory)
- added API `FileSystemDatasetFactory::Make(
std::string uri, std::shared_ptr<FileFormat> format,
FileSystemFactoryOptions options)`
- other minor changes (see commits after 6f4a914)
