I read these [2 rows: (202 & 203)](https://github.com/apache/arrow/blob/3ebc34411a7cb937b6ee9bf799e087b04bf46926/.github/workflows/r.yml#L202-L203) as: "we don't necessarily need to update them", since changing [row 206](https://github.com/apache/arrow/blob/3ebc34411a7cb937b6ee9bf799e087b04bf46926/.github/workflows/r.yml#L206) to `r-version: "4.2"`, implies changing [row 207](https://github.com/apache/arrow/blob/3ebc34411a7cb937b6ee9bf799e087b04bf46926/.github/workflows/r.yml#L207) to `rtools-version : 42`.
