Review Comment:
   `to_array` uses `to_array_of_size` under the hood, but I cannot use the code 
above, because it returns an `ColumnarValue::Array`, but in the case with 
`ColumnarValue::Scalar` we need to return `ColumnarValue::Scalar`.
