**Is your feature request related to a problem or challenge? Please describe what you are trying to do.** To allow us to release DataFusion and Ballista separately, we need to remove the dependency from `datafusion-cli` on Ballista because it results in a circular dependency of sorts (as noted in https://github.com/apache/arrow-datafusion/issues/2433). **Describe the solution you'd like** I would like a new `ballista-cli` crate which depends on `datafusion-cli` as much as possible, to avoid duplicating code. **Describe alternatives you've considered** None **Additional context** None -- This is an automated message from the Apache Git Service.
