There is some reasoning mentioned in the PR, see eg Antoine's comment at https://github.com/apache/arrow/pull/10289#issuecomment-839631978 (and the one below). Although I think the reasoning was more like "we had been auto-generating those field_ids without good reason, so let's stop doing that". But if you relied on those field ids, that's of course a not very useful reason. @levaja could you tell a bit more about your exact use case?
