PR https://github.com/apache/arrow-ballista/pull/58 adds a Ballista Python
client. It is based on `datafusion-python` which was originally in this repo
but was deleted and moved to datafusion-contrib. This PR restores the original
Python code so that the Ballista Python PR can be rebased on top of this.
