Despite the Substrait agreement being pending, I posted this PR due to a chicken-and-egg problem: if the overall approach in this PR is rejected, then the Substrait agreement I'm currently pursuing could be irrelevant. At this time, I'm seeking only an approval of the approach here rather than a detailed review.
