Substrait support is still very much in development. I don't know of anyone currently working on supporting the set relation. Most of the people I know working on Substrait are focused on the operators needed for TPC-H. A `UNION ALL` is not too bad (we already have a union node in Acero). However, the rest of the set operations are a bit trickier and not currently supported by Acero at all.
