Part of #78 and #81. Changes: - Move the validation suite to use GTest, nanoarrow, and C++17 (for some test helpers) - Greatly expand the validation suite and port many SQLite-only tests to work on both the SQLite and libpq drivers - Expand the feature set of the libpq driver.
