Review comment:
       This is a public API, so it would be good to keep it as similar to the 
merged parquet-mr version as possible. Also, the names like 
LocalWrappingRemoteKmsClient and InServerWrappingRemoteKmsClient don't sound 
great for a public API, and can be confusing.. The current RemoteKmsClient 
(with the default value of false for the `is_wrap_locally` parameter) is easier 
for a user.
